It is not Grand Rapids. The current owners are celebrating their 40th year. The year the photo was taken.

Ah ha, that "40th year" helped a lot. 703 Evans St in Tecumseh MI.
Went browsing through this wiki list to find which railroad was started in 1982. Last railroad on the list :) Southern Michigan Railroad

Zack nailed it. AARR I thought you would get it. That building is Tecumseh Packaging which is a customer on your Toledo & Adrian RR.

Yes, its Tecumseh Package on west side of Evans Street in Tecumseh, Lenawee County. Final run on the remaining old NYC RR between Toledo and Jackson was made in 1938.

Also, on the TOAD the cardboard stock is unloaded in a warehouse across from the plant and transferred to the plant as needed. It is not unloaded directly at the plant itself.

Make sense. Although I was looking at old topos and old aerials and I saw that TP had a spur that crossed Evans Street and went directly into the building as "recently" as the 1970's although the building has been significantly added to since then.

Keeping with the watertower theme, where be it? Can see the area via google maps street view, but this vantage point isn't from out at the street.

Not Livonia, but you have identified the correct railroad that serves this industry, CSX.

Looking westerly from Will NW in Grand Rapids along side Victor S. Barnes. The GRE is half a block to the south.

Thou Art Correct. Another photo from the same spot but turned east showing the cars awaiting to be spotted.
Watched Three Days Grace via bicycle that evening over at Belknap park, had about an hour between them and when Disturbed took the stage, so biked around GR for a while, and stopped over near the GRE to snap this.

That trackage west of Will Avenue NW is looking west towards the connection with the Marquette Rail formerly CSX. Just a half block north of Ann Street in Grand Rapids.
