Most cost effective route is likely

GLC owosso to Osmer
AA Osmer to Milan
NS Detroit District Milan to Oakwood
Conrail (NS) Detroit Line Oakwood to Monroe

Or
GLC Owosso to Osmer
AA Osmer to Toledo
NS Toledo to Monroe

Both AA and NS have played nice with big steam engines in the last decade, also the longer on a short line the less expensive the trip would most likely be overall.

Yes but there's also been some changes at CSX since then. And you have to consider that the Port of Monroe is likely paying for some of this move so they probably have some influence there.
