Customs are interesting. One case is the White Pass & Yukon. Their main customer in Yukon shipped in containers, which were sealed with special seals when loaded in Canada. They'd get hauled down the line to Skagway, where the US would check the seals to make sure the manifest was correct. Then, they were loaded on boats to Vancouver. Then, assuming the seals were still good, they'd get back into Canada, no real customs check.

Now even while a ton of track was abandoned in the CR and Staggers eras, ton-miles only continued to climb, with few exceptions. They're just moving more with less people and trackage.

Basically any automotive plant has no warehouse and is planned for everything being just in time delivery. This is market share the railroads cannot nor ever will get back again because the model for them is simply not there anymore. The reduction in overhead far out weighs any cost gains from shipping by rail.

Finished autos and large things like frames not withstanding.
