Im in desplaines il were can we railfan cops here are varry picky here thought i ask want to start. Also gor new glasses that are helping a lot

Well, Anywere that is public property and not in the middle of the road(or likewise) is legal.

I'm not sure where you are located, but this area seems like a decent bet. There is a park and sidewalks, You shouldn't be bothered around there.
