Strange Locos

I've seen these units around the internet for years but I have not found an explanation for them.

PRSX 6404 (Slug) and 6408 (GP40-2) leave me with a variety of questions:

Who rebuilt them? I'd guess Progress but the haphazardness of the units suggests a "homemade" rebuild to me.
Why were the cabs rebuilt on both units?
Why did the slug receive a Gen 1 DB unit?
Why did the slug receive a primer coat but the GP40-2 is in full and complete CN garb?

Any answers are much appreciated.

Both are originally DT&I engines. 6404 was a GP40 and 6408 is a 40-2.
PatC created a monster, 'cause nobody wants to see Don Simon no more they want AARR I'm chopped liver, well if you want AARR this is what I'll give ya, bad humor mixed with irrelevant info that'll make you roll your eyes quicker than a ~Z~ banhammer...
