yes it is used by LE for training purposes. I cannot divulge anything else but I called a friend of mine who is in law enforcement in the area and they confirmed to me that LE both local and federal us that from time to time. Very cool observation!

I am currently sitting at BE.15 (Glendale) on the Toledo Sub and both CPLs north and southbound are still in full operation. The tower for the new signals have been up since April but the actual signals just arrived a month or two ago. Not sure when the work will be completed.
