Lets give a breakdown, as I live in the area, and can tell you some straight facts.... CN does have regular train service into Windsor, but not via Tunnel anymore. CN lost its trackage rights via the Tunnel. The bridge over College ave is ok for watching trains, but you have to stay on the Sidewalk ...

Umm, this would be very hard for VIA to go across, as it's not allowed to go to the USA, due to FRA Rules...
