Why does the WLE's paint scheme look like the Rio grandes, I have also seen Rio grande locomotives with WLE reporting marks.

When I was a wee little lad my mom would take me on drives, these drives consisted of going to railroad crossings and hoping we see a train, one of these trips I probably got my rarest and greatest catch, an old CSX caboose on a multi cargo concist.
