I understand it is installed and being tested, but was told this quite a while ago. I found this post on another board and wonder if it might be true:
The Chargers are ITCS equipped, but Siemens and Amtrak have had problems with getting support from the system manufacturers in developing the required software an and interfaces for the SC44s.

I don't know how a locomotive issue would affect just "east of Kalamazoo". Are the chargers running ITCS west of Kalamazoo?

Ok ... then I assume the engines they are running are using ITCS west of Kalamazoo. There must be some other reason it hasn't been activated to the east (other than engines).
