On October 16 2020, Jones Towing & Recovery Inc, delivered a KNOX KERSHAW ballast regulator, model BR940-340, to the Great Lakes Centrals engine house at Cadillac.
Looks like this unit will do all that the Ann Arbor Russell plow will do and much more:

The new unit is a great upgrade for GLC. I think that clearing snow will become a more frequent event.
I expect that the Russell plow will remain in service for clearing deep snow. The ballast regulator would have trouble with snow deeper than 3-4 feet.

I agree, I think 54,000 pounds might be a little light to deal with really heavy deep snow that can come down on some areas of the line.
