TC track work completion?

Passing along Keystone Rd. and River Rd. pretty much everyday in Traverse City. Last year as everyone knows they did quite a large amount of work up here. The stretch along River rd. looks great after the tamping work was finished however, from Hoch rd. to Hammond has still to be completed. Ballast and ties look decent but the rails look even worse then when they had started. Last train I witnessed (last week), rocked so hard that I almost thought a derailment would happen. Definitely needs tamping. Did they run out of money before they could finish?
