I'm amazed that 397 is being rebuilt. Seems like when a frame is bent that its usually the death knell of a locomotive.
If you want a 4 axle "lower" horsepower engine it becomes practical. Where the frame is bent and how bad matters.
It's possible to swap out the frame using one from a parts donor.
The current emissions standards likely have an impact on what is going to be done.
