PTC does not mandate a signal upgrade, you could run a semaphore with PTC running in the background. Remember, PTC only augments a signal system. The issue is maintenance costs. A searchlight mechanism is required to be inspected/tested every few months. That is not a simple task for a maintainer. A...

In case anyone is curious, the OCS averaged 18.75 mph between Lima and Mansfield. This based off of the "on the move" time of 0700 and the reported arrival time of 1132 in Mansfield, Ohio.
